[Ellen Jacobs (Legislative Counsel)]: You're live.
[Sen. Anne Watson (Chair)]: Okay, good morning. This is Senna Natural Resources and Energy. And it is,
[Ellen Jacobs (Legislative Counsel)]: what is it?
[Sen. Anne Watson (Chair)]: It's May 21. And we are looking at H775. We had discussed this previously and substantial changes and we're getting draft. So we have a
[Ellen Jacobs (Legislative Counsel)]: letter of legislative council to take away. Ellen Jacobs, the office of legislative council. Today posted under my name in draft 1.3 of a committee amendment to H. Seven seventy five. I was here last on H. Seven seventy five last Friday. So Friday the fifteenth has the version that came to you, which came out of the Southern Economic Development Committee, and it was draft 4.2. And so this amendment is amending your jurisdictional sections. And so on page one of draft 3.1 of the amendment, First, the versions of amendment strikes section nine of 8,775, which was 24 BSA 4,303, which specifically was amending the definition of areas served by municipal sewer and water infrastructure.
[Sen. Anne Watson (Chair)]: This is something we got testimony on from DC and they were like, this creates false hope because people are still subject to these permits.
[Ellen Jacobs (Legislative Counsel)]: Yeah. So, by removing it from the bill, the language will stay at status quo in session.
[Sen. Anne Watson (Chair)]: The
[Ellen Jacobs (Legislative Counsel)]: second instance of amendment is amending Section 10 in seven seventy five, which is an amendment to 24 Base A 4,412, the Municipal Zoning Bylaws chapter and section. And you will recall that the Economic Development Committee's version of this had multiple changes. There were four separate changes that were in this Economic Development Committee's bill. They, your version that you are having in this amendment removes three of those changes and is only making the amendment in Subdivision 1 D regarding duplexes. And so it will say, and this is what you saw previously, it's just saying that in any district with year round development, duplexes shall be a permitted use with the same dimensional standards. And so the other language that was being amended in that section is not included in this version. And then on page two of the amendment, the third instance is striking out section 11, which was the amendment to 24 BSA 5,803, the language in the Downtown Center and Village Center statute that was adding language regarding, unless recognized by the program as a pre existing new town center.
[Sen. Anne Watson (Chair)]: And so you're getting rid
[Ellen Jacobs (Legislative Counsel)]: of that section and so that language will go back to status quo. Great.
[Sen. Anne Watson (Chair)]: Good. Sounds good to me. The official vote was this. Later straw poll editions would have made it.
[Ellen Jacobs (Legislative Counsel)]: Yes. This no.
[Sen. Anne Watson (Chair)]: This is just bear favorable with amendment. Yeah. Yep. Yep. Never had to do this. Say amen. Yes. Senator Mary. Senator Mary. Mary. Mary Watson. Yes. Okay. Thank you, Terry. I mean, Senator Rutland. You're welcome. Yep. Okay. Who's going for it?

[Sen. Anne Watson (Chair)]: Nominate Senator Hardy Bennington. Okay. Perfect. I didn't write to him. Oh, hey. It's just curriculum. We just took a vote on this. Oh, the amendment? Yeah. I think, do you, I don't know. You want to include me on yes.
[Ellen Jacobs (Legislative Counsel)]: Okay. Yeah. Let's, okay.
[Sen. Anne Watson (Chair)]: But we we're here. The, you're the a clerk? Yeah. Yeah. The the substitute clerk. Alright. So it's 4. Yes. Yep. 4 0. Very good. And I'm gonna report it. Thank you. And that with that, we are adjourned. Okay.
