[Senator Brian Collamore (Chair)]: Good afternoon, everyone, and welcome to the Senate Committee on Government Operations Committee meeting of Thursday, 05/07/2026. First item up for consideration is eight forty one, an accolade to miscellaneous animal welfare procedures. We talked with Lisa Milot, the animal director, director of animal welfare, And also, we had a long discussion about the 35 dog limit, and in the end decided that we would remove that. So you should have on your desk draft 1.3 of the bill, which still does have highlights in it, which does on page

[Senator Rebecca "Becca" White (Member)]: seven,

[Senator Brian Collamore (Chair)]: removed the provisions that says a person shall not own more than 35 dogs. That is now gone. And then in the final page of the bill, on page 16, it asked for the director of animal welfare to report to the house committee on government operations and the senate committee on Government Operations on the next steps necessary for the creation of a comprehensive animal welfare program in Guam, including specifically a proposal for the development of an oversight structure for dog and cat breeders and sellers, and people owning large numbers of these animals.
