[Russ Ingalls (Chair)]: Just Good morning. It is Wednesday. We are meeting with our legislative council, Bradley Sheldon, and I don't think this will be a long time. We have got each section by section descriptions of what our bill is, and I just wanted to give an opportunity to our senators that might have some questions as far as going down through the section by section. Bradley, thank you for coming. Appreciate it very much. I don't think it's going be a long time, but I'll open the floor up to my senators.

[Joseph "Joe" Major (Vice Chair)]: I don't know whether I have the, I won't say driest, but the least controversial sections. It has to do with seed. Okay. And I can't imagine there'd be particular interest in basically conforming to the Association of American Seed Control. Most of it's just definitional changes. We're changing the word sold to distribute, etcetera, etcetera, etcetera. But I I think I've got enough background that if somebody does that in question, I think and most of it is actually existing statue. We're just changing little teeny pieces of it. So I don't really have any issues.

[Bradley Sheldon (Legislative Counsel)]: I I think that's right. There's there's some strange things that they did with these at the end, but I think that it comes out in the wash.

[Joseph "Joe" Major (Vice Chair)]: Yeah. If you look, the 15 or the $10 and the 85 are already in existing wash.

[Bradley Sheldon (Legislative Counsel)]: Yeah. They just moved them. Yeah. Yeah. So there there were questions about that finance, but Yeah. But I think it it comes out wash. Yeah.

[Joseph "Joe" Major (Vice Chair)]: What they find on the 24, 25, they're

[Bradley Sheldon (Legislative Counsel)]: gonna support that in finance if they didn't give any issue that I do not have a I think they took testimony on that for me yesterday, and they're confirming about it. So I I don't have a sense either way.

[Joseph "Joe" Major (Vice Chair)]: And I hope they'll let it go. Well, and and and the reason that fire farmers are dwindling in for what how much of revenues are gonna affect State Vermont. I don't think it's can't be tough to get do without stuff.

[Russ Ingalls (Chair)]: Did they jump on senate afternoon's next section on the house? Did they jump right into the fees as far as on the health part

[Bradley Sheldon (Legislative Counsel)]: of it? Yeah. They're they're I think they're getting mister Heffernan, the SAT to talk about those fees. Okay. Yeah.

[Joseph "Joe" Major (Vice Chair)]: So they the fees could change.

[Bradley Sheldon (Legislative Counsel)]: The fees, they they may. They may. They may. Because those fees are are pretty different than what's in statute. Some are higher, some are lower.

[Joseph "Joe" Major (Vice Chair)]: Yep. Okay. So that might be one thing that changes, before

[Bradley Sheldon (Legislative Counsel)]: we do section, war. Anytime you deal with Act two fifty. Yep. Both finance and network resources are are taking hard look at that section and and weighing what that means. And also, so you will have questions. If not, But but I both all I've done so far, Anna, feed to Ellen in as well because she does a lot of Act two fifty seven, is just present that information to the humanities that are chewing on it. And I don't I truly don't have a sense either way on that piece. Think they're chewing up chewing on it and giving it a, a a bear shake in terms of understanding what that means.

[Joseph "Joe" Major (Vice Chair)]: Alright. That sounds good. I I have just one question that I haven't answered when I asked is why was it created as a corporation to be forgiven?

[Russ Ingalls (Chair)]: If you if you have an answer

[Joseph "Joe" Major (Vice Chair)]: to it, I'd love to hear it. If you don't, if you can dig up. Yeah. I can The original act, it's from 1999. Yeah. Okay. And just share that with me. Yeah. The only thing I was gonna say is that we don't know, and it's probably just the root the only reason why anyone creates corporations liability for the to not be the to the sub corporation. Yeah. I don't know if that's true, the way they set it up, but if if you have anything they can point to, I'm just sort of left. Okay. I'll try to

[Russ Ingalls (Chair)]: Thank you much. Thank you for all of what you've done. Yeah. And very, very helpful. As I said, it might be brief. Yeah. Everybody good? Yeah. Yeah. Well, we're not on the floor. We're gonna be there, so.

[Russ Ingalls (Chair)]: I'm sure we'll have some of that. That's what we have to consider and all that. We just have to really kind of look at what our work is. We gave up some stuff as far as one section of our bill and we're ready to fight for what we have in there. That will be But we'll look at everything, right? We'll be reasonable and we'll look at everything. But again, there's a lot of people who got their fingers in our work, and we'll look and if it's reasonable, if not, then we can go from there. Okay. And now it's Friday at the very earliest. What's that, Warren? I would say Friday at the very earliest.

[Russ Ingalls (Chair)]: Committee, while I have you here for a few minutes longer, just kind of I wanna get through this. I don't wanna make any hard decisions about what we're looking for after. I don't wanna cloud your brains with much, not that you're not capable of, but we have enough problems right now. But we have to kinda maybe think about next week about what we want to do and what we want to start with. I imagine at that point in time we should be seeing a house bill at some point in time that we can jump into, but Linda has made a little bit of a list with some things, and don't It's really I'm gonna leave it up to you guys how fast you wanna jump into some of this stuff, but we do have some work. Yes. We do have some work as far as get a heavy heather derby at some point in time, the tile drainage part. That's really just purely educational for our part. Have a gentleman that wants to come and talk to us about drone use on farms. Again, fairly fairly educational. We have Beth who wants to talk about agro terror tourism kind of educational. We do have the two, and maybe there's three. I I thought of the two, but the current use things that we have with the horse farms Yes. And the new construction. We can we can jump into that at some point in time. And you guys need to let me know how you feel about attaching the solar siding onto the house build part of that. If you guys wanna have support of that fight, can do that. But that's kinda what we're looking at. We don't have a I I just don't I have too much respect for you guys just to burn you up and to have you do a bunch of work on that. It's just because, well, here here we go. So, you know, it really is gonna be where you guys wanna be. So we can see how this week's gonna go and maybe have a discussion later on the week, but I don't have a lot of burning stuff to get to until I see that bill come over. So if you guys wanna just kinda hang for a little bit for the rest of this week and see what next week would look like a little bit, that was Linda, I know that puts you in a tough spot because you just wanted to have your agenda out a little bit earlier than that. But if you didn't have anything in there, then that's just the way it is. Okay. So so kinda hang a little bit. Is that what I'm hearing from the committee? Yeah. Kinda hang, see what goes on, and get through this part of it and before we start building on the second half of the year.

[Joseph "Joe" Major (Vice Chair)]: It'd be good to get the tax department in, not just for the land use, but as I recall, we heard complaints from landowners about potential improvements they could make

[Russ Ingalls (Chair)]: Yeah, in customer and I think that would go very well in all that current use stuff. Yeah.

[Joseph "Joe" Major (Vice Chair)]: All good. We had spoke about having Secretary of A R come in and speak to why we're having that conflict with the anarchy Yeah, absolutely. Linda, can we add that to

[Russ Ingalls (Chair)]: the list? A and R and bedside manners. Good. Yeah.
