[Mollie S. Burke (Member)]: And we
[Matt Walker (Chair)]: are just like that. Technology Friday, 05/15/2026 here in house transportation. Just heard about a couple of different pieces. Had started to hear the significant differences on mileage based seizure fee. We heard the rest of the testimony pointing out a couple of the big differences. Our version of the HAT bill had $1,700,000 out of the TIP bond fund going to help town highways and whatnot. And the Senate version has that 1,700,000 out the TIP Bond Fund going to district leveling paving. That's a significant difference. The mileage based user fee is, of course, the biggest difference we heard from the agency on a number of the differences and pieces. That's pretty significant. I also updated you on the conversation with the ways and means on their issues. The 17 page amendment they put on our original T bill and they had their concerns. There are issues further down. In fact, I have actually a spot that tells me how many different sections are up for debate, but I can pull that out later. So what we're looking at is the state highway budgets. Remember that there are Senate calls for two different budgets to be developed by the agency for next year related to one with bonding and one without bonding. And we never even discussed bonding at all, and the idea that we would include such a thing in our budget.
[Mollie S. Burke (Member)]: There was
[Matt Walker (Chair)]: a slight difference in Drive Electric, I wouldn't say that was dramatically different. They did add to $300,000 for volunteers, along with $600,000 last year. There's a difference, there's also the vehicle information report that was stuck on the end, but it really comes down to the transportation.
[Timothy R. Corcoran II (Vice Chair)]: Based on those differences, know, obviously they're too big to overcome on a further proposal of amendment, and I think this warrants a committee of conference, so I move that we appoint a committee of to solve these differences. Second.
[Matt Walker (Chair)]: All those in favor say aye. Aye. We
[Timothy R. Corcoran II (Vice Chair)]: don't have the bill.
[Matt Walker (Chair)]: Okay, so this is a straw poll. And so we're all in agreement that's what we're going to go ahead and do. Okay, with that
[Mollie S. Burke (Member)]: question from Robert and Burke. Can you repeat what they did with the interim, when they put it into district level one? In
[Matt Walker (Chair)]: our House version, had $1,700,000 of TIP bond fund that we put back into town highways. This is distributed amongst all the towns. Senate version took $1,700,000,000 and put it into agency district level paving.
[Mollie S. Burke (Member)]: And they're based on the state.
[Matt Walker (Chair)]: So the states, that is what I understand in that program is they decide what areas in their particular nine district garages are most in need and they bathe in those areas with
[Mollie S. Burke (Member)]: that district level after you do prosecutor done. What happened to the local option tax? Local option tax. Added
[Timothy R. Corcoran II (Vice Chair)]: funds to the towns. It's not in the T Bill, it's somewhere else.
[Matt Walker (Chair)]: Our part, we didn't have that in our House bill. We had it in our T Bill originally. T Bill, to the House version, does not have anything related to the
[Mollie S. Burke (Member)]: whole plot. Yeah, was just as Senate
[Matt Walker (Chair)]: was doing. But they pulled that, they took 3,000,000 of the pilot surplus and three quarters of each annual surplus and put creation of a municipal town special funds. That was then removed from the T Bill by the Finance Committee and put into the budget. So we will not have implieds on that. So it's still there. Also, same as it is.
[Mollie S. Burke (Member)]: It's probably their
[Timothy R. Corcoran II (Vice Chair)]: budget cast. Rarely it's there.
[Mollie S. Burke (Member)]: Perfect. All right. Yeah, just looks like, wait a minute, what were we just talking about? That's the same
[Matt Walker (Chair)]: with the purchase and use discussions are not in the T Bill. They were not in our version of the T Bill. They're still over in this latest tax bill.
[Mollie S. Burke (Member)]: Okay? Yeah.
[Matt Walker (Chair)]: Thank you very much. I appreciate you all coming back. We are adjourned.
