[Theresa Wood (Chair)]: We are live, and so this is age six sixty. We've had a conversation, and we've asked Katie to draft up language for you to look at that would perhaps resolve some of the issues that we have knowing that addiction treatment is not really embedded in this bill or in the budget And that we wanted to establish some intent for treatment. And so therefore we've got this language. Does this mean that Katie one? Yes. Does this mean the KD1? She does. So far. Okay. We did not split the money. So what's happening here is that the order of the two items in Subdivision 6 have been flip flops. Now we have the ASAM beds first, and then this language that it is a priority of the general assembly to fund medical treatment as part of opioid use disorder treatment. Is that right? Medical treatment? Not medical treatment. Opioid use. Opioid misuse. We understand that you wanna keep the money off. Our goal is to make sure that at least some of that money is used for medical treatment. Okay, so I have a question. Are you intending the creation of expansion beds in medical treatment? I'm not. I just would then put creation. Creation only comes for new recovery residents beds. I would say new. Creation? Yeah, think it's fine to repeat it twice, Katie. Disorder, being hungry. And is it alright to check with the department to see if that language is the right language? Medical treatment. As long as we get an answer, yes or no. I'm not into it long. No, no, no. Yeah. So, just be brief. Sheila. He let me go up a little bit. It's just it's expressing legislative intent, to fund the services that would be required once the creation of the new I would go that day for treatment. No. That was yeah. No. I was questioning treatment. Yeah. When I read medical treatment, I think of, like, medicated assistant treatment, I. E. Suboxone, colefins. Something. Yeah. It without veg. Well, we said we need medical and related treatment? Yeah. That will correct me. Okay. Okay. Yeah. So three point so three point five and three point seven is where we do, like, twenty four seven nursing care. Yeah. And we we don't necessarily have that at level 3.1. So I I would need to go back and really, like, check and make sure that that was true. I under treatment, we do not call recovery housing treatment. So it's very clear to me if you put just fund treatment as part of opioid use disorder recovery, that that what that is. But I don't know that we have I don't know that we have classified 3.1 as medical. So I just warning there. I and, like, the other thing I just wanna stress is we might be foregoing federal dollars and rural health transformation funding if we're trying to create 3.1 beds, which we don't have RHDP money for, and we will not be able to build the recovery housing with this money because this is We get it done. Before that. So RHDP is a whole separate thing. No. It's but it we won't be able to use the money if we don't have the buildings, and this is the only money we can use to build things because RHDP So what you are telling me is that from the beginning, there was no consideration for the American Society of Addiction Treatment, Medicine. Correct. We did not report Understood. Any of I got it. But we have heard from folks in our state that it's something needed. So that's understandable. So I keep it for you guys, this language. Okay. So, my understanding of 3.1 is that that's actually a step down from the medical treatment where they're doing detox. And if not 20 fourseven, I'm sure that they probably have access to medical, but it's not. What's your concern? The word medical. I'm I'm not concerned so much as it's it's a it's a step down. I mean, intense medical The higher level. Says higher level. Levels. Yeah. So, okay. So, if I could have my companies just take a look at that and then we can You want us to do something. Well? No, we We can. Yeah. We'll just have we'll pow well in the hallway for a bit. You want them? She had said, do you want treat? It's okay. Mhmm. It's okay. I always want you, Katie. Oops. I'm sorry. I'm sorry. Pop up and left. It needs a space in between. Okay. I don't
