[Theresa Wood (Chair)]: Okay. Welcome back, folks. Katie, you just reviewed those last modifications with us, and we are gonna vote on this, Phil.

[Katie (Office of Legislative Counsel)]: K. We have 9.1. We've had two changes that you didn't see me make.

[Theresa Wood (Chair)]: It's been Laurie is posting it right now. Okay. Take a minute or two to get there. Yep.

[Katie (Office of Legislative Counsel)]: So this is on our section on hotels and motels and the capped rooms for the different bates. So I've created a new subdivision that says room caps established pursuant to this subdivision five shall not apply to individuals served under 33 VSA six zero two. That's the new section that you're setting up for the DV services.

[Theresa Wood (Chair)]: What I was trying to convey is that Well, maybe it does. Let me think about it. Well, let me say what I was trying to convey and you tell me if that's what that says. Okay. What I was trying to convey is that any of the hotels used by the DV section do not count towards 701,000. Yeah, that's what

[Katie (Office of Legislative Counsel)]: I was trying to say too, but maybe this doesn't do it. No caps, established percent, does it? I think

[Theresa Wood (Chair)]: it just You know what? I just think the sentence needs to be reversed. I I think that the hotel rooms utilized under that section do not count. Okay. Yep. You know what I mean? Yep.

[Katie (Office of Legislative Counsel)]: Should have that? Yeah. Should I count? I don't like count or something.

[Daniel Noyes (Clerk)]: You're fine.

[Theresa Wood (Chair)]: You should not be included in room. Yes.

[Katie (Office of Legislative Counsel)]: Provided subdivision.

[Theresa Wood (Chair)]: Section. Five a one and two.

[Katie (Office of Legislative Counsel)]: Sections here. Okay. Or is it just this?

[Theresa Wood (Chair)]: There's five of this section. To individuals placed under Utilized by individuals. Utilized by individuals served under that section, which is the DV section. You suggesting? I'm looking at what it was before. Oh, yeah. Yeah. Yeah. Okay. So individual. Now it says hotel and Utilized by individuals served under 33 BSA should not be included in the room caps above. Okay. Yeah. I don't know. Page five of this section. It's like the domestic and sexual violence section kind of operates independently of the rest of it. No, I understand. Yeah. Was Neat? Yeah. I'll try and think of another way to

[Katie (Office of Legislative Counsel)]: say room caps. That feels more formal. I

[Theresa Wood (Chair)]: think it's okay.

[Katie (Office of Legislative Counsel)]: Go to two.

[Theresa Wood (Chair)]: Everybody understand what that was? I'm saying it's good, but I just want make sure. Okay, everybody's like, you see it now.

[Katie (Office of Legislative Counsel)]: Use the other one. So here we have our Let me show you what section we're in. Time limits for program participation, we go through level by level, level five hotels and motels. And then with regard to the December through March, eligible households may receive continual services in cold weather use hotels and motels, which shall not I'll use count here. But shall not count for the time limit established in Subdivision A of this Subdivision 5.

[Theresa Wood (Chair)]: It was A, it's right there, sorry. Yeah, I think that does it. Do you think it does it, Katie? I see a question mark on your face.

[Katie (Office of Legislative Counsel)]: Oh, I think it's good. Just try to avoid the word count.

[Theresa Wood (Chair)]: Oh. That's fine. Question mark. Yeah, I think it's fine.

[Katie (Office of Legislative Counsel)]: I'm gonna call this name

[Theresa Wood (Chair)]: Not be included. Be included. The time limit established in subdivisionally. Or be applied. Applied sounds good.

[Katie (Office of Legislative Counsel)]: Okay. Oh, this nine point two now.

[Theresa Wood (Chair)]: Okay. Oh my goodness.

[Daniel Noyes (Clerk)]: You're trying

[Theresa Wood (Chair)]: to get it to ten?

[Katie (Office of Legislative Counsel)]: No. Well, you change it, you have to change to get an update.

[Daniel Noyes (Clerk)]: Here we are. Central.

[Theresa Wood (Chair)]: It's not like 08:00 at night. I know. It's 03:00. And I'm glad that certain members will be able to get home in time to

[Brenda Steady (Member)]: take their partner out to care for their birthday. Happy birthday.

[Theresa Wood (Chair)]: Okay. So I would entertain a motion to approve version 9.2 of committee bill 26 dash seven six six.

[Daniel Noyes (Clerk)]: I will make the motion to approve the committee bill 9.2.

[Theresa Wood (Chair)]: Is there any discussion? Any further discussion? Just my appreciation for everyone that worked really, especially you Madam Chair, did a lot of work behind the scenes with the administration and with various members of the committee. It's really gratifying that we got to a point where everyone compromised some knowing that this is not what, you know, it's not perfect, but it is a complete giant step forward. Great.

[Brenda Steady (Member)]: Extend that to all the people who sit in this room who've been available to us, who helped us reach those final points where we were able to get to agreement. I think it's been really like four years process, but Emily, I'm proud of Gloria. And me, Ms. Frugal, still has a problem with the $82,000,000 sits under $34,153 because I'm so conservative. Sorry, everybody. That's all right. Yeah, I'm sorry, but I worry about the tax burden it would cause on the people that pay for it and what it could cost down the line for somebody to become homeless. And I have friends moving out right and left that are my age because they can't afford to work there. So I apologize in advance, but I gotta think ahead.

[Theresa Wood (Chair)]: So and I want to express my gratitude to the full committee, and in particular, to representative Maguire and representative McGill for their work on helping this come together. We and particularly to Katie, who has had a lot of versions of this bill, and it's a short bill. And it's I don't know. Think I I have a lot of emotions about this, Bill. You know, emotions about glad that we are taking a giant step forward, anxious about what it's not doing, but knowing that this is better than not doing anything, which is what we've been living under. And appreciation to all of the people out in the community who work in this field day in and day out, doing the work to provide supports and services. And to special thoughts go out to the people who are experiencing homelessness in our state. And I hope that this will have an impact on their lives as we move forward. Sorry. So That's meant to be the end, Dan. Okay. The clerk shall please call the roll.

[Daniel Noyes (Clerk)]: Representative Bishop? Yes. Representative Cole? Yes. Representative Donahue? Yes. Representative Eastes? Yes. Representative Garofano? Yes.

[Golrang "Rey" Garofano (Vice Chair)]: Representative Maguire? Yes. Representative McGill? Yes. Representative Nielsen?

[Daniel Noyes (Clerk)]: Representative Noyes? Yes. Representative Steady? No. Representative Wood?

[Theresa Wood (Chair)]: Yes. Great. Nine.

[Theresa Wood (Chair)]: One. And this is gonna be a joint reporting effort. Representative Maguire, Representative McGill, and Representative Wood are all going to present on this bill. And it's a committee bill, so I have to do the mechanics here. Have to look You're the one in charge. I have to look it up and see what Betsy Anne sent and do that. So Laurie, neither of you have worry I know. Maybe you have to worry about it. It's just the point. I'm back. I know. Okay. Next week, childcare, pre K. We had to reschedule the witnesses that were supposed to be here for today. And we will need to, again, work hard. We're not gonna start oh, wait a minute. I should ask Laurie first. What do you have on the schedule? You don't have a starting before floor, do you? No. Yeah. Okay. So we will not start before floor on Tuesday. So that'll be a regular 10:00 start. And we'll be moving into the mode where we have less committee time because floor starts at one, yes. On Wednesday and Thursday. Right. We may need to start early on Wednesday, and we may need to start early on Thursday. I would like to have whatever we prepare out by Thursday, So because it's got a lot of other committees to go to, and they've been working on stuff, but they need to also have the vehicle and we are going to have the vehicle. So that's I I don't know what the end of the week's gonna look like, but that's what the beginning and the middle of the week are gonna look like and watch for the agenda. And we have two bills from the Senate. Oh, no, we have three bills now from the Senate that we are going to be starting to take up. Oh, language justice project. I don't even know what that is. Oh, yeah. That's giving translated versions for when there's emergencies and providing So we're not going to do 157 right away because that's going to take more testimony. But I'm going to take a look at two ten and two forty three. Maybe there are a couple of things that we can dispense with quickly. Who knows? So we'll see. Are those your bills, Katie? Okay. I thought you might want to reprieve from coming to House Humans.

[Daniel Noyes (Clerk)]: Okay.

[Theresa Wood (Chair)]: Anybody have any questions? Thank you all for your really hard work and coming in early this week and being so diligent and sitting in these chairs a long time. So get out and enjoy some fresh air, have a great weekend, everyone.
