[Alyssa Black (Chair)]: Hi, welcome everyone. We are just quickly walking through a Senate proposals of amendment on H583 and we're to take a straw poll on that since it'll be on four probably in forty five minutes.

[Jen Kirby (Office of the Legislative Council)]: Great. Good morning. No. Good afternoon now. Jen Kirby, office of the legislative council. So I have prepared a house version showing senate markup. There are just a few changes. This is h five eighty three, an act relating to clinical decision making, And they made no changes for pages one through eight. The changes start on page oh, no, one through seven. It was eight when I first did it. On page eight, we get to the reporting of ownership and control of certain health care entities, and they have changed the date upon request of various stakeholders, the date by which each health care facility and management services organization must provide its attestation to the board, either that they do or do not have any ownership or investment interest from private equity groups or hedge funds. You've had 07/01/2026. They are moving that to 03/01/2027, although they still keep the date of ownership interest as of 06/01/2026. So that date shows up twice. Excuse me. The first was the on or before that the the reporting must occur, and the second is just what happens after that date when the reporting needs to be updated. And then they added language requiring agreement on CareBoard to collaborate with relevant stakeholders to develop the processes for reporting data pursuant to this section and requiring the agency of human services to provide relevant necessary data to the board and then re lettering these remaining subdivisions. And the final change is that the reporting or the Green Mountain Care Board has to post a report on its website with information every two years about what was reported to them would start 07/01/2027. So with the dates moved to 03/01/2027 for reports to come in, the first reporting would be 07/01/2027 and every two years thereafter. That's it. Good. All the changes.

[Alyssa Black (Chair)]: Seems reasonable since it's almost July 1. I guess I would, if you don't mind, because there is this section around in collaboration with relevant stakeholders, would a relevant stakeholder like to weigh in on that section?

[Mike Fisher (Chief Health Care Advocate)]: Sure. Would you like me to

[Jen Kirby (Office of the Legislative Council)]: a few?

[Alyssa Black (Chair)]: Yes, you can do it.

[Mike Fisher (Chief Health Care Advocate)]: Yes, the board and the HCA initially started speaking about the reasonableness of the date, recognized that we have to push it back, and the board recognized I think with the HCA and with others that it made sense to bring people in to talk about how to do it effectively. And then one more provision in there and that's to get data from NHS and that was the thinking of that was that the board can use the information for Medicaid about who providers are in order to be able to reach out to them

[Alyssa Black (Chair)]: I would just say that if you are a Medicaid provider, already Medicaid requires you to report on ownership, controlling interest and ownership. So, I think that's great because some of this data we might even have. So, no sense in duplication. Any questions for Jen? Or for the healthcare advocate? Alright, well, on that, I'm proposing that we concur with the Senate proposal of amendments And all those approve of their proposal? I vote yes. Nine. Eight. Yeah, nine. Nine zero zero. Thank you. Thanks, Brian. Not even on the committee. That was a joke, everyone. They're all, everyone is welcome. Okay, we

[Jen Kirby (Office of the Legislative Council)]: can go off the

[Alyssa Black (Chair)]: slides.
