[Alyssa Black (Chair)]: Welcome everybody. We are back here for a quick break. Since we're on the floor and we have a break on the floor, thought it'd be best to get to vote on S one eighty nine. Jen's gonna show us the changes that have been made. Thank you, Jen, for working on this so quickly and appreciate
[Jenny Harvey (Legislative Counsel)]: all you do. All right. Jenny Harvey, I'm the solicitor counsel. So this is draft 2.1 of S 189. And thanks to the to representative powers, I have also included some changes to the title of the bill and as a as a related concept, the title of this section. So it is currently an act relating to establishing process for reducing or eliminating hospital services, but now it will just relate to eliminations. Section one, so I changed that language in the section heading. It will say hospital service eliminations notice required. And throughout, you'll see it struck through reducing or and similar words, reductions or and just left eliminating. So first, we have a hospital that is considering eliminating any of the following services has to provide a preliminary notice of intent to the Agency of Human Services, Green Mountain Care Board, and the Office of Healthcare Advocate as set forth in Subdivision B. And then our list is Emergency Department Services, Primary Care Services, and I added including closing a site at which primary care services are provided. Then the same services we had, I added in treatment for substance use disorder, including medication for opioid use disorder. Dialysis, including closing a site at which dialysis services are provided. And then remembering these as seven to eight. Information, still the same information that had to be reported last time, just that elimination of the word reduction. And then send it through editing. So a couple of just technical things here and updating the range of sections. And then we get to the confidentiality. So still having all information and materials being including everything provided to the agency or the board exempt from public records act well, exempt from public inspection and copying under the public records act be kept confidential. And then I added, accept that the agency and the Board shall provide access to information and materials related to the proposed elimination of a service described in subdivisions 1A1 through eight of this subsection to the Office of Healthcare Advocate, which shall not further disclose this confidential information. Hopefully that looks accurate. And then again, there's some taking out reductions, just some updates to the numbering. The main change there. And then just getting a little bit more specific about if a hospital elects to proceed with eliminating a service, specifically still talking about that first group of services. After completing the A and B processes, then they have to inform or notify AHS, inform the agency's healthcare system transformation efforts, and we're no longer talking about future versions of the statewide healthcare strategic delivery strategy plan, so I just put the reference to it. And the Green Mountain Care Board, so the board can review the impact on the hospital budget. And then I think well, the only other changes here is just updating some of these cross references and taking out the reductions. And then I suggested after passage, the title of the bill would be an act relating to establishing a process for the elimination of certain hospital services.
[Alyssa Black (Chair)]: It's beautiful. Beautiful. Be sure. Yeah. Alright. Unless there's any burning desire to have more discussion on what we've all already agreed on, entertain a motion.
