[Marc Mihaly (Chair)]: Welcome everybody to House Committee on General and Housing. Today is Tuesday, May 26, very far into May. What we're doing right now, just very quickly, is taking a look at a possible approach to the language of two thirty, and we don't have the amendment in front of us, members of the committee, but I want to tell you about it, just to brief you. We're waiting for Sophie, but I think the actual amendment won't happen. So here's what we're doing. As you I'm gonna refresh your amendment. Two thirty was the omnibus labor bill. It had in it a paragraph about BSEA. Hey. Sorry. Hi, good morning. So, S-two 30 I'm just briefing the committee, it's actually Sophie. Morning, Saudia.

[Saudia LaMont (Member)]: Good morning.

[Marc Mihaly (Chair)]: So just a briefing because we don't have language yet. S two thirty is the omnibus labor bill that we talked about last week. Warning Elizabeth, and that S-two 30 had in it a paragraph from VSEA that said VSEA and the Department of Correction should talk under the auspices, convening auspices of building and general services, and then the Secretary of Administration decide what she wants to do about the particle. And the committee was divided. Four people on the committee felt like this is really a stupid language, we The administration was less than happy with the language, not because they weren't talking, they'd already met, in fact, but a minority of the committee, but four people felt, four of us, felt that this was language we shouldn't get involved with, that it wasn't necessary, they could do it anyway, etcetera. And that it might, the SEA might be in it because it could be an inter labor union matter, etcetera, etcetera. And I argued, and the committee, seven people went the other way, said it's basically, it may be silly language, but it's harmless, and I was afraid of sending it back to the Senate just because the Senate is so booked up, I thought if we sent something back to the Senate Committee, it would die. Was I right? Anyway, the governor, as you remember when it came to the floor, there was a roll call vote at Patty's suggestion and request, and almost all the artists voted against it, and it is fairly clear, we understand, that the governor is very, very likely to veto the bill because of that paragraph. And the governor's people, correct me if I'm not saying this right, the governor's people have advised us that the rest of the bill is not a problem, and that if we could find a vehicle, we should. So the vehicle that we found with the speaker's help is S313, which is the technical college bill, and we have talked to Marc Mihaly's Committee, Economic Development is fine with it, they will take a straw poll. So the plan is the three of us will, me, the vice chair, the ranking member, will introduce an amendment to three thirteen, which just adds all the language of S230 and three thirteen, except the offensive paragraphs. And now, it is quite possible that it's not germane, in which case, if there is any objection to it, our hope is that there will be an amendment introduced by the minority leader saying that we should suspend the rules and go ahead. And this is, by the way, not, this kind of maneuvering is not, by the way, an anomaly. It happens at the end of sessions. And in fact, in some ways, I'm pleased that there's been the kind of communication we need. Sarah has been really great. She is the one who, she met with Alison Clarksons and me, she listened, I explained to her that there were a lot of good things in 02/30, not the least of which was the ability to hire visiting nurses, Probably nurses.

[Leonora Dodge (Member)]: And some technical fixes.

[Marc Mihaly (Chair)]: There was technical fixes some good stuff in there. And she got it and she said she would work it, but then she came in here and said to me, I think the government is going need to, you should look for another vehicle. And I just really feel like that kind of communication is a really good thing, not a bad thing. It's a good thing that you know ahead of time while we're still in session what the governor's thinking. He hasn't actually booked yet. But at any rate, that's the current plan and so he's been asked, the council has been asked to draft an amendment carrying our three names to three thirteen that would do that. She's right now in another committee and has the time. Yes,

[Leonora Dodge (Member)]: Leonora. No. Does So, three thirteen end up having to get on our floor and then back to the Senate? Is it gonna be a

[Marc Mihaly (Chair)]: I don't think that the Senate Do you mean will the Senate object because that language is in there, minus that clause? I suspect. But, far be it from me to predict what the Senate will do. I wouldn't. But

[Leonora Dodge (Member)]: yeah, that's always a possibility.

[Marc Mihaly (Chair)]: And while we're briefing, well, any questions on that? So that at some point soon, we will have language, you know, and then we can take a straw poll. And they'll take a straw poll in economic development as well.

[Leonora Dodge (Member)]: And Ashley has graciously agreed to

[Marc Mihaly (Chair)]: introduce the amendment on the floor.

[Leonora Dodge (Member)]: Did state 13 pass in the House? Like, it's up for It's back here for concurrence. In which committee?

[Marc Mihaly (Chair)]: Economic development, but it's coming on. Education. Which is both, or what?

[Leonora Dodge (Member)]: Because of the kind of been a catch all for a lot of different things, so it originated in economic development, then added stuff, so it went to education, then went to a probes, and is now on the floor.

[Marc Mihaly (Chair)]: So it will be a floor. Yeah, and the speaker, who has been very gracious in helping us with all of this, has spoken with both Marc Cott and with the Chair of Education at their So, on other news

[Leonora Dodge (Member)]: So anyway, stay tuned, we don't know when we'll do our struggle.

[Marc Mihaly (Chair)]: We don't know when we'll do our struggle, but sometime today, I suspect. Because 03/13 is actually unnoticed, but we've been pulling things off the notice calendar in the afternoon session. You shouldn't, I mean, it's conceivable that we'll have to do it so quickly, we'll all just come to the well of the house and do it that way. You've seen that, when we do that. Okay. You guys are veterans. On other news, three twenty eight, our omnibus 1,000 bill, it was on the Senate floor, Miriam, and then got referred back to 03/20 '8?

[Leonora Dodge (Member)]: '3 28 is on the floor to Senate, I've not felt voted in a amendment as a politician.

[Marc Mihaly (Chair)]: Right. Okay, so still things are happening there, and the same thing, seven seventy two is on the floor. But remember, on the Senate floor, anything is possible.

[Leonora Dodge (Member)]: Yeah, I am curious about 03/28.

[Marc Mihaly (Chair)]: I was unable to see neither Miriam nor I could see an amendment. Oh, okay. That's good. But no, there is one. We couldn't find it. Oh. Well, Keisha had proposed an amendment. I don't know if they

[Leonora Dodge (Member)]: Oh, to 03/28?

[Marc Mihaly (Chair)]: That's it, so yes to 328. Do you know what it was? It has to do with the zoning that

[Leonora Dodge (Member)]: Oh, okay. Was gonna say, I better not be stripping my study.

[Marc Mihaly (Chair)]: No, don't think there's really anything taken out. I think it would be be if that's the case, well, we're gonna have to, I will talk to I've been briefing multiple times, I have briefed Amy Sheldon. Oh, okay. I don't know which, I mean, there are zoning provisions in July. Yep. I mean, if 03/28 passes out of the Senate, and if we concur, then when July gets to us, we have to strip everything out of it except the It's the latter end. Yeah, the eighth. Although I'm not sure how alleged counsel handles

[Leonora Dodge (Member)]: Handles what?

[Marc Mihaly (Chair)]: When you have two bills that have similar but not identical provisions, what happens? Identical provisions for that matter, Yeah, I'm not

[Leonora Dodge (Member)]: I don't know, but as long as she doesn't take things out,

[Marc Mihaly (Chair)]: that's like So, everybody and you all, I think what I'd like to do, if it's okay with everybody, is to go offline until such, if Sophie gets here before the floor at ten, we'll reconvene instantly. So Saudia and Mary, if you're within, can you and Elizabeth can you

[Leonora Dodge (Member)]: just transferred you. Yeah.

[Marc Mihaly (Chair)]: If you guys can just hang, we'll watch your watch your messages. We might hear from Sophie before ten, but otherwise, we'll deal with her.

[Leonora Dodge (Member)]: Thanks. Say something?

[Marc Mihaly (Chair)]: Yes. Please. Saudia.

[Saudia LaMont (Member)]: Oh, no. I just said, okay. Thanks. Oh, okay. Alright. Yes. Wasn't there something in the manufactured home bill and the similar something about zoning that was in another bill?

[Marc Mihaly (Chair)]: Yeah. And both of them identical language.

[Saudia LaMont (Member)]: And both of them stayed?

[Marc Mihaly (Chair)]: Right. I don't know what I'll find out from the judge counsel what they do. Okay. K?

[Leonora Dodge (Member)]: Yeah, I remember this conversation with another bill one year about there is a
