[Marc Mihaly (Chair)]: Welcome back everyone to House General and Housing to our devoted watchers, listeners, etcetera. It's still Thursday, April 22, and what we're going to do now It's the twenty third, Marc. Oh, wow. Yeah, it's the twenty third. Thank you for the correction. I was living in yesterday. We want to talk just briefly about S230 with counsel. There's one suggested change I would like to make and I'd like to make it with the committee feeling that it's okay. S230, was it draft six point, what was the draft that it didn't have that in it?

[Sophie Sedanny (Office of Legislative Counsel)]: Yeah, so Sophie Sedanny for the Office of Legislative Council, so 6.1 was the draft that had in the medical society's language as amended and then 7.2 added in H548, was the BLRB mediator, So that was what was in the last version that we went through.

[Marc Mihaly (Chair)]: Right. What I'm suggesting is that we revert to our prior draft, and here's why. As you may remember, we had a separate bill that provided a and an attorney for the labor board. Labor relations. Labor relations board, one inch. And one of the reasons behind our enthusiasm for that was we just felt that the labor board needed all the help it could get, because we were seeing bills in there on our wall that were really, in part, motivated by just long delays at the labor board because they didn't have the staff they needed. So, the bill went to appropriations, which stripped out the attorney, but left in the mediator, and the mediator position found its way into our budget. So the mediator What position is in happened, however, is that the senate stripped it out. That's his first time hearing. Yeah. The Senate stripped it out.

[Deborah "Debbie" Dolgin (Member)]: Senate appropriations. Appropriations. Oh, in their budget.

[Marc Mihaly (Chair)]: In their budget. So, I was thinking, let's put our text back in. Yep. And I talked to Robin the first time and she said, sure, put the text back in, I guess, but don't put in an appropriation. Okay. Then I talked to her again yesterday and she said, when I think about it, I don't need anything because it's in our budget. And how's the information budget? When it goes to when the budget goes to conference, they will be on the list of things we have to work on. They don't need this text to remind them. And otherwise, Betsy Ann told me this bill does not have to go anywhere. Doesn't have to go to approach, it doesn't have to go to

[Deborah "Debbie" Dolgin (Member)]: Straight to the floor.

[Marc Mihaly (Chair)]: It goes straight to the floor. So what I'm suggesting is that I'm suggesting the counsel that she remove this three c and take that out and revert to the prior draft, was the same in every regard except that one. And that way, can just vote the bill, and even if I listed it in the agenda today for a vote, we're so short.

[Deborah "Debbie" Dolgin (Member)]: I would rather have we seven. So we're missing eight. No, we have eight? Now we have eight.

[Marc Mihaly (Chair)]: We have eight families. Well, what's the pleasure of the community? I'm ready to vote. Do people I mean, I don't mind if people ask Oh, for

[Deborah "Debbie" Dolgin (Member)]: Ashley's ready to vote. Yeah. I mean, I I think well, well, you know, other

[Emilie Krasnow (Ranking Member)]: are peep how are people We're just missing Gayle, Mary, and Joe. Yeah. And

[Deborah "Debbie" Dolgin (Member)]: I was gonna say and I'm I'm not gonna vote on this one either right now because I I don't use my last remote vote right now.

[Emilie Krasnow (Ranking Member)]: Oh, okay. Okay. So we have Saudia.

[Marc Mihaly (Chair)]: Why don't we wait?

[Deborah "Debbie" Dolgin (Member)]: There's no reason. We can wait.

[Marc Mihaly (Chair)]: We'll either do it to Saudia. We'll be here either online. Actually, it's on you're not gonna vote. Oh, no. Oh, would you be are you planning to be here tomorrow, or is it Tuesday?

[Deborah "Debbie" Dolgin (Member)]: I'll be there tomorrow.

[Marc Mihaly (Chair)]: Okay. So we can vote on it tomorrow.

[Deborah "Debbie" Dolgin (Member)]: Let's do it.

[Marc Mihaly (Chair)]: Let's do it. We'll vote on it tomorrow. So if you'll just I guess we have six point one, Mary. Do we have six point one? We can put it up

[Emilie Krasnow (Ranking Member)]: Yes.

[Marc Mihaly (Chair)]: As the what we'll be voting.

[Sophie Sedanny (Office of Legislative Counsel)]: I'm going to resend 6.1, though, to Mary for the it'll be version eight at the bottom of the document because then it that'll be the most recent, but it'll be 6.1 at the top with the same date and time that every month's already reviewed and looked at, but I just want to make sure that it's version eight that goes, if it gets voted out, because otherwise the most recent one would be 7.2 and up. Want to make sure there's no confusion. Will it be called version eight? No, it will just be in the document name, so it's just important when, because I'm not here tomorrow, that whoever writes it to the clerk's office, that they send one that has an eight in

[Marc Mihaly (Chair)]: the document name. Oh, there will be an eight. Right, it'll still be out. It'll be called draft

[Emilie Krasnow (Ranking Member)]: number 8.1? No, it'll be 6, it'll say Draft0.61, but then at the very bottom

[Marc Mihaly (Chair)]: It'll be V eight.

[Emilie Krasnow (Ranking Member)]: V eight. Okay. Currently 6.1 says version six. So it's gonna say 6.1 version eight.

[Sophie Sedanny (Office of Legislative Counsel)]: So I'll just show you on the screen. So it's gonna have an 8 at the very bottom, but it's gonna be still 6.141626 at twelve.

[Deborah "Debbie" Dolgin (Member)]: And I can we can text Gayle too because maybe she hasn't used any of her remote mode, so she

[Marc Mihaly (Chair)]: wants Okay. To talk So this bill, the question is, do I have anyone who is interested in reporting this bill out?

[Deborah "Debbie" Dolgin (Member)]: Do you remember? Mhmm.

[Emilie Krasnow (Ranking Member)]: I just looked down.

[Deborah "Debbie" Dolgin (Member)]: Haven't done. Was But I was on my way into that. I thought about that. I'm happy to do

[Leonora Dodge (Member)]: it if no one else wants to

[Marc Mihaly (Chair)]: do it. Well, Leonora, I'm thinking

[Emilie Krasnow (Ranking Member)]: I think Ashley would be great.

[Marc Mihaly (Chair)]: Well, then then, of course, you'll report out 03:28. Right? Ashley? There's only two left. There's only two left. Are you gonna report 03:28? Nope.

[Deborah "Debbie" Dolgin (Member)]: Okay. And I'm excused forever.

[Marc Mihaly (Chair)]: Oh, hell, you did.

[Emilie Krasnow (Ranking Member)]: Judiciary whatsits.

[Deborah "Debbie" Dolgin (Member)]: Oh, yeah, yeah, right. Okay.

[Marc Mihaly (Chair)]: Well, do you mind reporting this out to Katie? When

[Sophie Sedanny (Office of Legislative Counsel)]: would we be doing this? Next

[Marc Mihaly (Chair)]: week sometime. I mean, we vote on it on Friday,

[Deborah "Debbie" Dolgin (Member)]: we vote on Friday. Friday. Tuesday. Could be Tuesday. Could be Wednesday.

[Marc Mihaly (Chair)]: Good lord. If not Leonora? Yes.

[Leonora Dodge (Member)]: I have I have notes on this if you want to report this.

[Emilie Krasnow (Ranking Member)]: Oh, I don't wanna report this.

[Sophie Sedanny (Office of Legislative Counsel)]: Okay. I feel like you guys would be fine

[Emilie Krasnow (Ranking Member)]: to do it. Either either way

[Marc Mihaly (Chair)]: Okay, Ashley. You're reporting it. Okay. Sounds good. Alright. Thank you. Thank you. At this point, what and if we can vote this out, what that leaves is tomorrow, what that leaves is it just leaves us with 03/28. And 03/28, just to remind everybody, 03/28 is it's kind of everything. Remember, it's got all our bills in it. It's got I'm just gonna run through them just to remind you. It's got the secretary of state common interest, nothing. One that

[Deborah "Debbie" Dolgin (Member)]: council I really love that one.

[Marc Mihaly (Chair)]: Council has advised us to the point of, it's got service supported housing advisory committee. Got the treasurer's 12.5% in the credit facility. It's got the off-site accelerator. It's got VIDA now can do housing. It's got VHIP that can advance funds. It's got special assessment bonds, it's got municipal plans that have to be considered that look at housing starting, it's got non discrimination against modular and manufactured housing, It's got common interests report from the legislative council on some common interest issues. It's a VACB farm worker housing report, and it's got DHCb report on institutional investors, what do you call it, come on equity. Private equity. Private equity, and it's got BHCB's 10,000,000 that rewrite the language of 24%. So it's got everything in it that we did and sent over to the Senate plus a little bit.

[Deborah "Debbie" Dolgin (Member)]: And I might be interested

[Marc Mihaly (Chair)]: Oh, in you might. Maybe. Okay, good. Alright.

[Deborah "Debbie" Dolgin (Member)]: Depends how things go.

[Marc Mihaly (Chair)]: Okay.

[Deborah "Debbie" Dolgin (Member)]: But it seems

[Marc Mihaly (Chair)]: it's Yeah, so we'll deal with that bill, but we also, we're still hanging out with that bill, that's fine, but let's get 02:30 off our plate. Yeah. Anything else from people? Tomorrow we will be on the floor at 09:30, we're not going to meet before then, and then we'll do 03:28.

[Deborah "Debbie" Dolgin (Member)]: I think we should meet before then.

[Marc Mihaly (Chair)]: What, 08:30?

[Deborah "Debbie" Dolgin (Member)]: Yeah. O'clock. 08:00.

[Marc Mihaly (Chair)]: 08:00. Yep. Do you want to have a vote on that? Think I know where it would go. Debbie wants to. So the floor is at 09:30. After the floor Come and vote. We'll come and vote at 02:30, and then we'll take up continue our discussion on 03/28. It's possible that council will have more information for us. If not, it's gonna be a short I would suggest that we reverse their order. We do February. Does that work? That's what it is right now. Yeah, okay, and then we'll do 03/28 more discussion, I have not, just to repeat, I don't know yet how things are gonna shake out when we wanna get 03/28 out of here. It's conceivable, at first I thought like plenty of time, because although it has to go to appropriations and it has, I mean, ways and means and then appropriations, they've seen everything. You know, it's not like there's anything, the things that are new don't involve are not that significant or don't involve money. And so I thought, well, you know, we could wait a bit. On the other hand, it has to go to the senate.

[Deborah "Debbie" Dolgin (Member)]: Yeah.

[Marc Mihaly (Chair)]: And the senate committees starting on Tuesday can't go nine to twelve. They can only go nine to eleven because their floor is starting at eleven. So the senate committees have even less time. So the short meaning of all of that is I have no idea yet what our really real schedule is. I think we have the time to continue to discuss what we have been doing, which is, you know, accessibility, adaptability, all that stuff. But I'm not sure. It could be all of a sudden I'm told to hurry up. So But anyway, that's where we are. I apologize, I'm just not sure yet exactly at the time.

[Deborah "Debbie" Dolgin (Member)]: And then I also have a few other ideas and some things if we have some time gaps. I've been thinking about it.

[Marc Mihaly (Chair)]: So oh. Jimmy thinks we could do.

[Deborah "Debbie" Dolgin (Member)]: Testimony. Well, not do, but Appearing

[Marc Mihaly (Chair)]: that we can do. Learn about.

[Deborah "Debbie" Dolgin (Member)]: Yeah. That might be of interest.

[Marc Mihaly (Chair)]: Well, that would be good. Okay. I thought I'm gonna

[Deborah "Debbie" Dolgin (Member)]: make a proposal to the scheduling managers and see what they think of a few ideas I have so that we can fill up some of our time.

[Marc Mihaly (Chair)]: Great. Well, and we have postponed our trip. Yes. But we could do that. That's one thing, our field trip. Cancun. I'm sure there's a plan for that. I could tap into some person. Yeah. Okay. Anything else, everybody?

[Deborah "Debbie" Dolgin (Member)]: No. There's a tour of trains at four. Yeah.

[Marc Mihaly (Chair)]: Oh, right. Just don't know if we're gonna No, it's 04:30. Don't know. Thought it was 04:30.

[Deborah "Debbie" Dolgin (Member)]: Yeah.

[Marc Mihaly (Chair)]: And it's fun. Have you done it?

[Deborah "Debbie" Dolgin (Member)]: It's a fun one. Yes. Oh, Oh, know, it's know it's just lot of times.

[Marc Mihaly (Chair)]: I think we're adjourned.

[Deborah "Debbie" Dolgin (Member)]: Thank you. Yeah, no, you'll think

[Marc Mihaly (Chair)]: it's
