[Rep. Marc Mihaly (Chair)]: Welcome everybody. Pat, good evening. Conference committee, the Senate House Confidence Committee on S-one 127, Bahamuta Stausen Bill. And it is the May 30, at 01:05PM. Here we are. So, first of all, you for all the work. I thank the Senate conferees for the work that they provided in the last actually, two meetings. And before we provide a document, what I'd like to do is confirm our understanding of where what sort of offer is on the table. And Alison, there were, part I want to do this just to make double sure we're really at the same point in terms of understanding your offer because it could've, there was the $200,000,000 cap last time and then there was a prior last best offer. So where I just wanna run over what I'm understanding here before we go any further.

[Rep. Marc Mihaly (Chair)]: We just want to understand where Okay. And so what I'm just going over the major points. And the major point is a $200,000,000 cap, an increment retention of 75%, 85%, a twenty thirty five sunset for both chip and chip.

[Unidentified Senate conferee]: Our proposal was to keep it.

[Unidentified House conferee or staff]: But you had proposed to to to sunset. Sunset.

[Rep. Marc Mihaly (Chair)]: You're We

[Sen. Alison Clarkson]: agreed to sunset them both in 2035.

[Rep. Marc Mihaly (Chair)]: Correct. That's what our understanding was.

[Sen. Alison Clarkson]: My understanding is that we forewent getting rid of the TIFF sunset and agreed to align TIF and CHIP sunset in 2035.

[Unidentified Senate conferee]: You just said getting rid of the TIF sunset.

[Sen. Alison Clarkson]: No, we agreed to align the TIF and CHIP sunset at two thousand and thirty five.

[Rep. Marc Mihaly (Chair)]: That was our understanding.

[Sen. Alison Clarkson]: was That was that was our understanding.

[Unidentified Senate conferee]: That was with no cap. That was our last proposal that had no cap. That was with And then

[Rep. Marc Mihaly (Chair)]: That's what I am combining the cap. You made a proposal to us not last night not last night, but prior to that, you said this is our last best offer. Then you came to us and said, and a $200,000,000 cap. And I am summarizing what I think is the combined position.

[Rep. Marc Mihaly (Chair)]: So the 2,035 sunset, both CHIP and TIFF, the affordable exemption to but for, but not the middle income, and the ten years for the report back, the percentage.

[Unidentified Senate conferee]: So our last proposal, have the sunset on the TIF with other things attached to it. There's no mix and matching at this point.

[Rep. Marc Mihaly (Chair)]: Well, okay.

[Unidentified Senate conferee]: Otherwise, we want no cap. Yep. Because that was also our last best offer.

[Rep. Marc Mihaly (Chair)]: Okay. So well then, I think what I'm gonna do is just say, our under what we are going to propose to you is everything I just said. That is a $200,000,000 cap, the increment retention at $75.85, a 2,035 sunset both chip and TIFF, the affordable exception or but for, but not the mixed, the ten year report back. Is what we are proposing to you, and we have a document, and we are prepared to sign. My

[Sen. Alison Clarkson]: understanding is that what we had agreed and we perhaps the three of us need, but my understanding is that we were willing to stay with the sunset at 2,035 for no cap. But then when Charlie said, name your cap, and we came back, I don't think we had fully clarified. But if you're accepting the $200,000,000 cap, I believe the three of us should then confer quickly.
