[Chair Amy Sheldon]: Alright. Good afternoon, and welcome to the House Environment Committee. This afternoon, we are going to be hearing a proposal of amendment from the Appropriations Committee on s two two three. Welcome, Representative Squirrel.

[Rep. Trevor Squirrell (House Appropriations Committee)]: Representative Trevor Squirrel with House of Operations. My purpose for being here is the amendment that our committee offers on S-two 23. It's very straightforward. You've three sections to the bill. Section two was contingency of funding, and it required or asked for a specific appropriation to support DMs and expenses. And without that, that wouldn't happen since there is no appropriation for that, probably wouldn't be. That means for DMs and expenses wouldn't get paid. We checked with Scott Moore, who's the legislative finance manager, handles the budget for general assembly. There's funds available within that budget to cover this work. So we struck section two and renumbered sections. So your third section is now number two.

[Chair Amy Sheldon]: Do you folks have questions on what happened? Okay. So just to clarify, it's

[Rep. Christopher "Chris" Pritchard]: still being funded. It's just not from where we were saying, basically, would be funded?

[Chair Amy Sheldon]: It's coming out of a

[Rep. Christopher "Chris" Pritchard]: fund that's set aside for study group. For these purposes. Yeah.

[Chair Amy Sheldon]: So we don't need the contingency. Alright. That makes sense. Thanks for reminding us that that we had this amendment, and we'll do a straw poll, but we can't do members have any further questions for representative support? Seeing any. Thanks for

[Rep. Christopher "Chris" Pritchard]: your time.

[Rep. Trevor Squirrell (House Appropriations Committee)]: Thank you.

[Chair Amy Sheldon]: Verse all those in favor? Oh, representative Pritchard, do you have a question?

[Rep. Christopher "Chris" Pritchard]: Yeah. I do. Oh, the

[Chair Amy Sheldon]: president Fill me in. Sorry. Yeah. So there was a contingency in so this is for s two two three, which is the anti degradation

[Rep. Christopher "Chris" Pritchard]: work group.

[Chair Amy Sheldon]: And it had a paragraph in it that sort of said that the work group would go ahead even if it didn't get funded. Or and it also said something about specific funding source or something. Anyway, that's not how we fund these work groups. There's a pool of money that we set aside from work groups. So the appropriations committee is deleting that paragraph that's unnecessary, and

[Rep. Christopher "Chris" Pritchard]: the work group will be just funded like other work groups are funded. That was, what, 14,000?

[Chair Amy Sheldon]: Oh, I don't remember an actual number.

[Rep. Christopher "Chris" Pritchard]: I thought it had a number in it, but this does not have a number in it.

[Chair Amy Sheldon]: I don't think

[Rep. Christopher "Chris" Pritchard]: Not in section two here.

[Chair Amy Sheldon]: Oh.

[Rep. Christopher "Chris" Pritchard]: I think the first one was 14,000. Maybe.

[Chair Amy Sheldon]: Up to yeah. I think you were. Yeah. That's this one. So I just didn't want to take too much representative squirrels' time on relatively simple event. Now we have representative Morris here too came in halfway. I

[Rep. Christopher "Chris" Pritchard]: was just checking outside to make sure that the temperature end dropped and it was freezing. Was sucking salts away till you're dropped. I thought it was a pollen count.

[Chair Amy Sheldon]: Anyway, did you understand the amendment, which is deleting a section that had a contingency appropriation.

[Rep. Kristi Morris]: Yeah.

[Chair Amy Sheldon]: Contingency for funding, but the work will be funded but didn't meet the contingency. Yeah. So that's the amendment. And so all those in favor of the appropriations amendment, raise your hand. So far, that's nine. Nine zero two. Strop Cole, and that's for Mike, who's reporting.

[Rep. Christopher "Chris" Pritchard]: Do you

[Chair Amy Sheldon]: Yeah. Just to clarify, there's not an appropriation. It's just because there's a per diem, so there's no number in the bill. Okay. It would just be in the fiscal note.

[Rep. Christopher "Chris" Pritchard]: Okay.

[Chair Amy Sheldon]: What's the name of the where the funding's coming out of? Is it specifically for work groups. Any other discussion while we're still live? Seeing any
