[Kathleen James]: We're live. Alright. Welcome back, everybody. It is I don't even know what day it is. Eight lifetimes have elapsed since the morning. Tuesday, May 19. Tuesday, May 19, House Energy and Digital Infrastructure. We're here for a further discussion of s two zero two. My name is Kathleen James from Manchester.
[R. Scott Campbell]: Scott Campbell from Saint John's. Richard Bailey, Lamoille two. Because tomorrow, Windham, Windsor Bank. Michael Southworth, Caledonia two. Christopher Howland, relevant for Dara Torre, Washington.
[Christopher Howland]: Two.
[Kathleen James]: So earlier today, we discussed S-two zero two and took a straw poll on moving the bill to conference, which was based on the info we had at the time. But everything changes here all the time. So my the info I had was that the Senate was not gonna be amenable to removing voters, which is why conference was the path that made the best sense. Right? So we could talk it out, come to a compromise. Sounds like the Senate is willing to consider an amendment to remove voters from the bill. So I have asked ledge counsel, to draft an amendment from me that takes the senate bill as amended, leaves their landlord changes in place, but strips out the addition of electric motors to the efficiency standards. So that amendment will be ready at about noon. What we would have to do is come together as a committee, look over the language real quick, and take a different straw poll to approve that amendment. And then we would bring it to the floor hopefully today if we're ready. I mean, that's the goal, obviously, right, since we're running out of time. So hearing that the senate won't kill the bill over this, we don't think. So there's no certain path right now. Right? So I've been interested in conference because you're sitting there face to face. You talk it all out. You're not ping ponging things back and forth. And whatever you decide on, you vote on, you sign, and you're done. We're hearing now that house amendment may be faster path and that they might be willing to accept it. So if folks want me to pursue that, I'm happy to do it. This is the last time the bill can be amended. K? That info is straight from the speaker. So this is our last pitch on plug in solar. So if you guys are down for this, I'll bring my amendment later. So discuss. I
[Laura Sibilia]: support this. I'm comfortable with the landlord and some changes. So I would I would support
[Dara Torre]: amending to my head office and complement each other as chair.
[R. Scott Campbell]: So just so I was just asking now if can go back to the senate, that we would have to vote The bill will come up on the floor. We'll vote on the amendment. If it if it gets approved, it goes back to the senate, and then they have to Incorrect. Rule suspension in order to move it along probably. And what we are to say is they will concur, and then it'll be done.
[Kathleen James]: And so there's no non risky path here?
[R. Scott Campbell]: I should work in on the, and I would support needing the other language and tag as well.
[Kathleen James]: Anybody else? Oh, no. Okay. K. So, Powell?
[Christopher Howland]: I guess I'll vote yes.
[Kathleen James]: Okay. So sounds like we might have a unanimous vote. That's always helpful in, like, rule suspensions. Mean, eight one was pretty good. Unanimous is even better. In case we need to request rule suspensions.
[Christopher Howland]: We gotta read this amendment before we vote on it or
[Kathleen James]: not. Yeah. So I don't have it yet.
[Christopher Howland]: No. No. So this was just a Well,
[R. Scott Campbell]: this will be an amendment on the floor, and I guess we'll have a No.
[Christopher Howland]: We're trolling one over there. Yeah.
[Kathleen James]: Do a straw Yeah. I was thinking we'd try to meet real quick before floor. Ellen says she can have it ready by noon, so she'll send it to me. I'll email it out to everybody. Why don't we try to meet at
[Dara Torre]: Floor is always a few minutes late. Yeah.
[R. Scott Campbell]: We're get
[Kathleen James]: If we're ready to move fast.
[R. Scott Campbell]: Floor is up. Yeah.
[Kathleen James]: We're up. Well, we have a we have caucus.
[Christopher Howland]: Why about two minutes out?
[Kathleen James]: Why don't we meet at Alex, if you could update our agenda. Mhmm. Let's meet at 12:50 for s two zero two straw poll vote on James amendment.
[Christopher Howland]: In the well?
[Dara Torre]: In the regular. Okay. Oh,
[Kathleen James]: yes. Can you please let Owen know? Mhmm. Okay. So this is what we're doing now. Great. Let's go off
