[Rep. Michael Marcotte (Chair)]: Good afternoon, everyone. This is the Vermont House Committee on Commerce and Economic Development. It is Thursday, 02/19/2026 at, 03:17 in the afternoon. So we're back from a short break. We have a little bit of time before the floor. So I think it's time for us to try to finish up 02:05. We've had some pretty good committee discussion. Is there any more discussion committee wants to have before we

[Rep. Michael Marcotte (Chair)]: Okay. So I'd entertain a motion to report favorably.

[Rep. Monique Priestley (Clerk)]: Yes. So

[Sophie Sedatney (Office of Legislative Counsel)]: this just includes two the two changes that were discussed. So one is increasing the threshold from 250% to 300%. I did wanna flag for you. This is what happens when you send it to editing. They decide there's different editors look at it, and they'll make additional small changes. So just so you're aware, under f one a and b, before, it didn't have the capitalization here and here, and now it's shall provide the prospective employee with the proposed agreement at the time of the offer of employment, the prospective employee is made, period, and then a a new sentence afterwards. So that was just an editing change. I just wanna be clear if anyone is, like, why did that change? And then the the last change was to do with I separated these out. So, again, this is on when you can have a a pay or stay provision. It's not unlawful if you meet these criteria. And then under five, the provision only requires repayment if the employee voluntarily separates for employment, the employee is separated from employment during the first six months of the employee's probationary period, or the employee is terminated for cause. And that's now version 5.1.

Tomorrow, the plan for tomorrow is that right after the floor, we have some early college students that want to come and talk to us. At noon, we will take up reached eighty five. And work through our lunch hour, and then at 01:00 or thereabouts, we'll let everybody go, people that are living in the south of the state, I think, need to get home before snow really starts to hit hard. And you've heard that it could be rough down in the southern part. I'm here to check to let everybody get home. Hope you don't mind giving up lunch hour. I know. There's time between after the floor and before noon, we can run and get something neat. Certainly bring it back so we can have lunch while we're working. That's good with everything.
