[Robin Scheu (Chair)]: Good afternoon, House Appropriations Committee, Thursday, 01/29/2026. We went off live for about five minutes. It's about 10:03 right now. We wanted to get an amendment that we're going to have to make to the budget adjustment. It will be tomorrow, but we have a proposed amendment here. So we're going to review it and take a vote today so we're all set for tomorrow. So, does maybe, Tiff, do you want to explain it, and then we'll have Brady go over the actual amendment? Yeah, sure. Okay. There was an error in the numbers.

[Tiffany Bluemle (Ranking Member)]: We appropriated $45,000 in additional money for HIV syringe services. And it was all allocated to Vermont Cares. It should have been allocated across three different organizations that provided services. And they are outlined in what Grady will read. And it turns out this is going to be a committee amendment.

[Robin Scheu (Chair)]: So it's going be something that we're all voting on it then. Okay, Grady, take it away.

[Grady Nixon (Joint Fiscal Office)]: Thank you, Madam Chair. Grady Nixon, joint fiscal. So this committee amendment, would be a motion from the house committee on appropriations to strike out section 77 of h seven ninety in its entirety and insert in lieu thereof a new section 77 to read as follows. And then the committee will see the number update on line 10. That is what is in the current section 77. So that's just the committee made the decision in the BAA as it currently exists to add $45,000 to that allocation. In the BAA as it was introduced, all of that $45,000 went to Vermont Cares, so that was reflected as 185,000. This amendment would just shift around that allocation as rep Bluemle highlighted, so that that $45,000 is distributed as intended. So you'll see that results in that $185,000 appear appearing instead as $165,000 and then $15,000 being given to the AIDS Project of Southern Vermont, and an additional $5,000 being given to the HIV HCV Resource Center.

[Robin Scheu (Chair)]: Any questions? Lynn? Yeah, we're going have an amendment on our budget adjustment tomorrow morning. We learned that the 45,000 of Vermont Cares actually needed to be spread out between three organizations not right. So there's no new money, there's no nothing else just correcting that. She tried for the scrivener zero, but that didn't work. Nice try. Betsy was firm. Yeah, Betsy, I'm sure she was too firm. So we are going to vote on this, if anybody has any questions, I'll entertain a motion to approve this amendment.
