[Rep. Robin Scheu (Chair)]: Good afternoon for, we think, the last time on Friday, February January, sorry. 01/23/2026. It is 04:15PM, and we are going to look at the last bit of language for today, and then we are going to take a straw poll, and then we're gonna go enjoy our weekend. So, Brady.
[Brady Nixon (GFO)]: Thank you, madam chair. Brady Nixon, GFO. On page one of the document that I handed out, this would be, language, amending the budget, to add that additional funding for Vermont Cares. So we'll see two number changes in that section. Beginning on page two, we have some adjustments and additions to the 1,101 time section. I'll just clarify for the committee. There are other one time sections that, were in the gov rec or already seen such as the ADAC one time appropriation that those aren't here, but they will be in the final section. The first, you'll see we have a sub e, sub five. This would be the general fund and federal fund split for non emergency medical transportation funding.
[Rep. Robin Scheu (Chair)]: That's the transit, the public transit Yep. Thank you.
[Brady Nixon (GFO)]: Then sub g, sub seven. This language should look familiar to the committee. Believe Katie McGlynn went through it. We're just adding it to the one time section here so it's easier for our team to put this into our web report. But this is that $210,000 substance misuse fund.
[Rep. Robin Scheu (Chair)]: And that's changing.
[Brady Nixon (GFO)]: So those numbers will shift around, I believe. Yeah.
[Rep. Robin Scheu (Chair)]: Yes. Between the fund and general fund. We're not going to vote on that today. So we'll get the right numbers. And we'll do what we talked about. Okay.
[Brady Nixon (GFO)]: On page three, you'll see a sub H sub five. Again, that's that language that Katie McGlynn went over, just bringing it into the one time section. So this relates to distributing funds to homelessness service services partners.
[Unidentified Member]: Right. What happened yesterday?
[Brady Nixon (GFO)]: On page four, you'll see a sub r, sub five. This is where you see that global commitment element of the non emergency medical transportation funding.
[Rep. Robin Scheu (Chair)]: So that's just the total of the two separate things.
[Brady Nixon (GFO)]: Exactly. Then finally on page five, this is an increase to the appropriation for a grant to the Vermont Food Bank.
[Rep. Robin Scheu (Chair)]: Difference being the 400.
[Brady Nixon (GFO)]: Page six, this is in that sub D reflects the two changes that the committee discussed earlier today, relating to the reservation of the 74,900,000.0. So that reference to the new child care reserve mechanism is no longer there. So that's no longer being not withstood. And the language was slightly adjusted to just specify that that 74,900,000.0 is being reserved for addressing federal funding shortfalls, property tax relief, or any other uses determined to be in the best interest of the public.
[Rep. Robin Scheu (Chair)]: We just expanded the uses because we don't know what we don't know yet. Still can be used for the same thing, but we'll know more.
[Brady Nixon (GFO)]: And then finally, on the last page, this is notwithstanding language relating to the allowable uses of pilot funds. So this is just making sure that the change to the appropriation in section b 139 is an allowable use of pilot fund.
[Rep. Robin Scheu (Chair)]: Any questions for Brady?
[Unidentified Member]: So page two, you talked about it, this is set up for the $210,000 How will the other funds that we're attaching to this affect the individual two corporations that are listed here, will they just be doubled?
[Rep. Robin Scheu (Chair)]: The effect is that they will each be doubled. May come out in a couple of different ways because $228,000 is coming from this fund and the rest is coming from general fund. So we're going to have to say, and of the misused fund, the x amount goes to each of these and then from the general fund y amount goes to each of these. So it's not that's my guess, right?
[Brady Nixon (GFO)]: Yes.
[Unidentified Member]: And the testimony that we took early on from Martha Feltus, was that there were
[Brady Nixon (GFO)]: quite
[Unidentified Member]: is establishing was this two ten, these numbers, were these established through human services?
[Rep. Robin Scheu (Chair)]: Through the recovery centers.
[Unidentified Member]: The recovery centers themselves. Currently. Yes. So this is It's section law.
[Rep. Robin Scheu (Chair)]: What's that? It's section law.
[Unidentified Member]: No, no, know. I'm just curious because we left it to the administration and they did it differently. And so I just want to make sure that these are
[Rep. Robin Scheu (Chair)]: You're not leaving it to the administration.
[Unidentified Member]: Right, but these are the right numbers doubled. Yes. Thank

And we had a lot of different things thrown at us that we weren't sure we were going get thrown at this, but I feel like you all responded beautifully and got the work done that we needed to get done to be where we are.
