[Rep. Tom Stevens]: Thank you. Representative Tom Stevens, Waterbury representing the Washington Chittenden District, which is Waterbury, Bolton, Huntington and Ewell's Corp. I've been asked to kind of walk through this memorandum and kind of give your committee an idea of what this memorandum was for, why we did it this way, why the chair did it this way. And we found last year, again, just reset what was last year, a lot of turnover while the chair had served on appropriations before this was her first session as chair. And there were many new members on appropriations, which usually has more experienced people on it. But many of us on the committee were new. And so there is
